The Quiet War is over. The rebels have been defeated, and soldiers of Earth's Three Powers Occupation Force now police the rebellious colonies on the moons of the solar system's outer planets.

Plans for reconstruction are proceeding apace but, as Professor-Doctor Fredo Graves discovers, the psychological scars of war are more permanent than the superficial damage to the colonies.
